解码ChannelBuffer成表示HttpMessage的RTSP消息.

防止过多内存消耗的参数

名称	意思
maxInitialLineLength	初始化行的最大长度(如."SETUP / RTSP/1.0"或"RTSP/1.0 200 OK" )如果初始化行的长度超过该值,会抛出TooLongFrameException.
maxHeaderSize	所有header的最大长度.如果每个header的长度总数超过该值,会抛出TooLongFrameException.
maxContentLength	内容的最大长度.如果内容的长度超过该值,会抛出TooLongFrameException.
